SSDI, SSI, and Immigration Status: General Information

A general overview of how citizenship, immigration status, covered work, residence, and travel can affect Social Security disability programs.

SSDI and SSI apply different non-medical rules. Citizenship, immigration classification, authorization for work, Social Security coverage, residence, and travel can matter in different ways.

SSDI and Covered Work

SSDI is an insurance program. In addition to SSA's disability standard, a claimant generally needs enough recent credits from work covered by Social Security. Authorized employment can generate covered earnings, but immigration status and Social Security coverage are distinct questions.

SSA's earnings record is the authoritative starting point for credited earnings. International Social Security agreements may affect some work performed in another country.

SSI's Separate Rules

SSI is needs-based and has separate income, resource, residence, citizenship, and qualified-noncitizen rules. Humanitarian classifications, military connections, work history, entry dates, and statutory time limits may affect the analysis. State-funded assistance programs are separate from federal SSI.

Travel and Residence Outside the United States

Payment outside the United States depends on the benefit program, citizenship or immigration classification, destination, length of absence, and statutory exceptions. Medicare coverage abroad is also limited under separate rules.

Changes and Notices

SSA identifies events that recipients must report, which can include work, address, household, status, and travel changes. The reporting rule and effect depend on the program and circumstances. An SSA notice explains any agency action and the available review process.
